1886 – Queen of Spain made the town of Jaro as city ( Ayuntamiento) . It covers Lapaz Area. Eugenio Lopez was last gobernadorcillo on 1876. He served as regidor or council.
1889 - October 5 ,the Queen of Spain officially elevated Iloilo as a City. Iloilo became a twin-city of Queen of Spain.

There is some clever attempt to explain away that Iloilo title is actually
“Queen’s City of the South and not Queen City " so it will be safe to have a title of "Queen City of the South " . Now let us dissect McCoy Book to draw a line between adjective noun (Queen City ) versus possessive noun (Queen’s City) and prove who is telling the truth.

Statistical Data that will leave you shaking your head
Cebu economy is evident on its manufacturing , shipping industries , business and tourism sector as seen in its skyscrapers . But the economic fundamentals are telling an entirely different story . National Statistical Coordinating Board ( NSCB) poverty statistics unfolds that prosperity does not translate to improve the living condition of the populace ( read link here ). Only few families and a number of foreign investors funnel billions of money into their banks . While the rich are getting richer , the magnitude of household poverty is steadily getting worse year after year making Cebu as top in whole Philippines in poverty magnitude.
A big proportion of household in Cebu City are consistently sliding downhill and its increasing in unprecedented heights. It is supposed to be a land of opportunity to make better lives for themselves but whats happening is quite the reverse because 40% of its populace are battling against economic issue.
Most average people are not that concerned or worrying about the socio-economic data that reveals a Cebu is highest in Poverty Rate in the Philippines ( read link here ) . Cebu city has 25,000 ( 24,967 ) live birth last 2005 according to Commision on Population . Within 4 years , an increased of 100,000 in population and by end of 2013 , a total of 200,000 persons will be added. Where they will going store this hundreds of thousands if they are space-deprived? An unspeakable congestion in the next 5 years will aggravate more social problem such as environmental pollution , worsening of disease incidence , crime rate , unemployment rate and so on . It is very expensive for the government to convert some of their mountain into habitable area and build access roads there.

This explains why as early as the end of the last century more than 70 percent of people in Cebu already depend on industry and service activities for employment. Less than 30 percent work in farms and related agriculture activities.( read link here) Cebu as a province has the population which do not produce a vast amount of wealth -Income Index revealed by National Statistical Coordinating Board. Why in the world this happened if they have hundreds of manufacturing industry? Through the Salary Standardization Law , a factory can give an average of 300 wage a day times 20 working days equals 6, 000 wage in a month. But wait , it's not a take-home pay yet , because you need to substract the Income Tax , SS Premium and Medicare , that must be around 2,000. Minus the food and transportation around 3000 . If the worker is breadwinner of the family , he is tasked to pay utility bills such as Electric and Water at 1000. That is already 6000. What if others have Cable System , Internet , toiletries , clothing , celphone load are not factored also. While the working class wage is summarily absorbed by the cost of living , the poverty of the much lower quintile remain unsolved. There is no alternative source of livelihood from Agriculture
